| Work plan for 2008/11
1) Values and commitment.
This plan affirms the working relationship between MDG and J&D, which is the primary focus of MDG’s work.
The plan is a mutually agreed statement of priorities and mutual obligations over the next three years.
MDG works on the basis that its partner, J&D is best placed to steer the focus of priorities on the ground, and will amend its operations accordingly.
MDG is a volunteer led organisation, which relies primarily in its membership for support and funding. Feedback to members about the progress of projects is a central part of our activity.
MDG has begun to develop a co-ordinating and advocacy role with other UK based agencies working in Mali, and will seek to strengthen those links, as well as supporting J&D’s work to improve the capacity and networking of Malian NGOs.
- MDG will continue to fund the Link Worker post and a budget covering salary and costs will be negotiated each year. The Link Worker will be the main focal point of the dialogue between MDG and J&D, and the reporting process.
- Bimonthly reports by the Link Worker to MDG will be focused on project reporting. Reports should focus on the progress of projects and provide an analysis as well as a descriptive account. Summary translations will be posted on the MDG website, with more detailed translation for committee members.
- MDG will reply more fully to each report, normally following a committee discussion, and will also assist by framing questions for the next report.
- MDG will seek to broaden committee and member involvement in projects by appointing a committee member to lead on specific projects. To avoid confusion the Secretary will co-ordinate communications.
- MDG Committee meetings will normally be held bimonthly to synchronise with the reporting process. Minutes of meetings will go to the J&D Director and Link Worker.
- All Projects to have detailed agreed budgets before commencement.
- MDG, as the central priority in its risk strategy will continue to maintain a reserve of £3,000 at all times unless specifically agreed in advance by the committee.
- The MDG Treasurer will receive quarterly detailed expenditure reports from J&D.
- Quarterly payments from MDG to J&D will continue, using the calendar year, and therefore payments will be in March, June, September, and December. The payments will be accompanied by details of allocation against agreed budget heads.
- So long as the voucher fundraising scheme continues records will be kept of specific voucher sales quarterly returns using the agreed form should accompany the payment note. MDG will maintain quarterly web site reports on voucher sales.
- MDG will attempt to fund an annual visit by one or more J&D staff.
- MDG will continue to ensure that at least one annual visit from MDG members takes place, and recognises that other visits may need to be arranged for review and monitoring purposes
3) Communications and promotional work
Priorities for 2008/11 will be as follows:
- Preparation of an information film about MDG and J&D and joint projects. This should be in DVD and CD formats.
- Further development of the MDG web site and its links, including a French version, and if possible other language versions to be agreed in conjunction with J&D.
- A publication to mark the 10th Anniversary of the founding of MDG to be available in time to be launched at the AGM in 2009.
4) Projects to support J&D as an organisation
These projects focus on helping the organisation itself.
- Support for J&D’s proposed new Community Centre in Lafiabougou.
J&D wish to develop a centre which would provide offices, training rooms, meeting rooms and sporting facilities. This would benefit a number of J&D projects including the Reproductive Health project. The centre would also have a library, and would serve as a focal point for the NGO sector in Bamako. Land has been identified and funding is currently being sought. MDG’s role will be to support funding bids for the capital involved and MDG will also aim to contribute to equipping the centre, once main funding has been achieved. A budget for MDG’s role will be developed as appropriate.
- Provision of another Land Cruiser and support for the existing MDG funded vehicle.
The original J&D vehicle is now reaching the end of its life, and a good quality replacement is required. This will be a specific MDG project, and an outline budget will be agreed. MDG will continue to contribute to the maintenance of the existing MDg funded vehicle and a budget for this is agreed annually.
MDG will aim to provide funding or equipment within an annually agreed list of priorities and an agreed budget.
5) Projects in Mali
2008 will be the third and final year of the initial 3- year programme, and a budget has been agreed for 2008, including some funding towards the final evaluation. On the basis of the interim evaluation it has been agreed to continue the project over the full 2008/11 work plan, with a new project plan and budget to be agreed in time for the beginning of 2009. The project plan will take into account findings from the interim and final evaluation and will be based on discussions and agreement between MDG and J&D. Annual budgets will ten be agreed for the second phase, and a further review of the project will take place in 2010.
During 2008 MDG will fund some work by the IMANEH organisation. A project plan for the J&D initiative will be developed by the summer of 2008, accompanied by a budget. Decisions will then be taken about continuing to work on a longer-term basis with IMANEH as well as J&D. The project plan should be for 2008/11.
A Manankoro Malaria project remains a priority. The existing bid document will be reviewed by J&D and MDG so that a revised project plan can be agreed during 2008. Bids will then be made by MDG to fund this work. The planned project should run from 2009/11.
The MDG funded barrage is now in place. MDG will review future follow-up work with Gifford, and agree action to be taken, with appropriate funding arrangements. Follow up work should take place during 2008 and 2009.
- Manankoro- Women’s Development
MDG will continue to support existing and new gardening, mills and credit programmes. A budget for this activity will need to be agreed between J&D and MDG.
MDG does not anticipate substantial involvement in this MRDF funded programme, but the situation will be kept under review with J&D on a regular basis during the life of the work plan.
g) Small scale/one off projects
At our request J&D will identify short-term projects, which fit the priorities agreed within our Voucher scheme, and also the wish for some members to contribute to a single project. Experience suggests that these normally come from J&D’s work with communities and their local representatives.
Projects identified to date for 2008 onwards are as follows:
- Farabalé in Manankoro– equipping a clinic- bigger than Wogona, and needing about 3,000,000 CFA.
- Saromba- Improvements to a local bridge- Costs around 2,700,000 CFA.
- Wogona-continuing with support for equipment and medications- budget to be identified
- Lemeroutoumu- school improvements
6) Link projects
a) Education Links
MDG wil continue to facilitate and support school links, on the following basis:
- Sangare First Cycle- continue and develop further links in the UK following a review of the 3 existing links.
- Sangare Second cycle- establish a contact school in the UK- age equivalence will need to be further discussed prior to MDG looking for a partner school.
- Mamadou M’Bodj Lycée– Seek a new link with an English Secondary School.
- Link with a professional school or college- e.g a secretarial college, or a college of FE. It is agreed that this would be more easily initiated at the UK end. Several ideas have been suggested including the Trax Motor project in Oxford, which could link to mechanical training in Bamako. The search for a suitable link should take place in 2008.
- UKOWLA In wishing to develop the educational links programme further MDG wishes to work more closely with UKOWLA, and will seek both a committee member and other members to take a specific steering interest in this work.
b) Other Links
- Peer Educator Link. The Peer Educator Group in Bamako have indicated that they would like a link project in the UK. The search for this should be done in 2008.
- Bolle. After further reviews and a visit in early 2008 it has been agreed that work on this link should be suspended until a viable project proposal is received .
7) Cotton –Fair Trade
During 2008 to 11 MDG will continue to support Fair Trade cotton in the following ways:
- By collaborating with other organisations and campaigns.
- By developing a marketable fair trade cotton product for sale in the UK, which can promote the work of MDG.
- By continuing through the work of the Link Worker to promote Fair Trade initiatives in Manankoro.
- By working with others in the Mali Interest Group.
8) Kader Keita- Anga Miri Siri Na
For 2008 and 2009 funds have been identified for the programme of work with Street Children to continue. Progress reports will be obtained together with an evaluation after each programme. The position for 2011 will be reviewed in the second half of 2010.
9) Kaliabougu Pottery project
The January 2008 visit confirmed the local interest in this project, which is planned for early 2009, and will be the subject of separate funding arrangements. A detailed project plan will be developed by the summer of 2008.
10) Mali Interest Group.
MDG will continue to coordinate this, and a specific work plan for MIG will be developed.
11) Volunteers for J&D
During the life of the 2005/8 plan MDG was involved in facilitating several visits each year. J&D also take some people, directly. MDG will continue with this role, but does not seek to extend it significantly and does not wish to become involved in Gap year initiatives.
MDG’s priorities will be the following:
- Seek ongoing collaboration with Gifford and any other identified partners who can support volunteering by skilled employees.
- Explore links with the Youth Action Project.
- Encourage volunteering arising from the Links programme.
